Cop Charged With Drunkenly Texting 12-Year-Old Girl 20 Times For Sex




22 December 2013 - A police officer in Kobuk, Alaska, was charged with repeatedly soliciting sex from a 12-year-old girl, texting her at least 20 times in a 24-hour period.

Alaska State Troopers said officer Leon Outwater, 22, was arrested on Thursday.

Outwater allegedly sent the texts on a city-owned phone while drunk and on duty.

Troopers received a called from the 12-year-old’s mother about the incident.

A month-long investigation found the Outwater had “solicited the (12-year-old) female to engage in sexual intercourse with him at least 20 times during a 24-hour period via text messages,” trooper dispatch said.

Outwater faces two charges of soliciting first- and second-degree child sexual abuse as an authority figure and one charge of evidence tampering.

When he was relieved of his duties, Outwater deleted the text messages from the phone.

"I was drunk," he said, according to the charging document.

The village of Kobuk serves just 141 people. The community banned the sale and import of alcohol in 1989.

Outwater reportedly started the job only recently. His Facebook said his first day was Oct. 19, according to the Anchorage Daily News.

He was taken to a regional jail 150 miles away in Kotzebue, where he was arraigned on Friday.
